IOWA COUNTY POSITION DESCRIPTION JOB TITLE: ADRC Benefit Specialist DEPARTMENT / SECTION: Health & Human Services DATE REVIEWED: 06/2025 TITLE OF IMMEDIATE SUPERVISOR: ADRC Manager GRADE: I JOB SUMMARY: The purpose of this position is to provide benefit counseling and education, legal information, advocacy and representation in coordination with other county, community and governmental agencies. TASK NO. DESCRIPTION FREQUENCY BAND/GRADE 1 Comply with the reporting requirements of all funding sources: SHIP, MIPPA, SAMS, ADRC of Southwest Wisconsin. 2 Maintain strict client confidentiality. 3 Advise and counsel persons and their families regarding eligibility rules and application procedures for private and government benefits; provides information and suggestions by personal meetings and through phone communications; assesses needs of individuals and records actions taken and contact made to ensure progress is made with each consumer. 4 Provide education and advocacy on Medicare Part A, B, D; Medicaid and consumer rights. 5 Represent persons as an advocate in adverse decisions made by administrative agencies in regard to public benefits; represent persons in any appeals process in the event of a negative action; screens calls for legal counseling and lawyer referral services; provides accurate and timely information in accordance with accepted practices and procedures. 6 Develops and updates distributed materials which serve as tools of information and program promotion; reads related materials in an effort to maintain current knowledge of developing and changes in benefit programs, legislation, policies and procedures. 7 Develop and maintain a high level of expertise in private and public benefit programs, health care, financing, housing, consumer concerns, community services and resource options. 8 Interview and complete intake for clients in all settings to obtain relevant data, review documents, and identify or address client’s needs or requests. 9 Consult and collaboratively work with program attorney to ensure client’s interests are advanced. 10 Work independently of direct local or attorney supervision; manage dual supervision complexities 11 Participate in ongoing training, maintaining contemporary knowledge to ensure compliance with federal and state regulations. 12 Prepare articles for the Aging & Disability Resource Center monthly newsletter and the local newspaper. TASK NO. DESCRIPTION FREQUENCY BAND/ GRADE 13 Ability to clearly articulate complex benefits, rules and regulations in terms that are easily understood. 14 Maintain accurate records and program reporting requirements. 15 Coordinate, recruit, and maintain volunteers to assist with different areas of programming. 16 Use telephone skills and motivational interviewing techniques, such as active listening, to communicate by phone, in person and in writing. 17 Participate in marketing and outreach activities and to provide community presentations with regard to agency resources and services as assigned by manager. 18 Participate in program development activities. 19 Arrange work schedule as necessary or directed to meet the program and customer service needs, including meeting with customers and/or their families evenings, weekends or holidays, as needed; 20 Participate in state, regional, and local staff meetings and training activities, as well as combined activities with the ADRC of Southwest Wisconsin. 21 Perform other duties as needed or assigned to support the mission of the Aging & Disability Resource Center (including but not limited to organizing and facilitating support groups and prevention programming). 22 Represent the ADRC of Southwest Wisconsin to the community at large through professional interaction, clinical consultation, public speaking, media presentations, and participation in community advisory groups as requested. 23 Comply with applicable federal and state laws, administrative rules, established agency procedures and accepted professional standards. 36 Attend initial and ongoing training programs as required. 37 Perform other duties as request by ADRC Manager. 38 Must have regular and dependable attendance. Demonstrated Experience and Skills Required. · Ability to classify, compute, tabulate, and categorize data. · Working knowledge of computers, computer programs, typing and data entry. · Ability to communicate effectively with peers, managers, professional agencies and citizens. · Required to attend initial training on office/program procedures and introductory training on public benefits as soon as offered by the legal assistance provider. · Required to attend all regional training sessions on legal/advocacy skills and on substantive areas of the law, as well as roundtable case discussion that are announced annually. · Access to dependable transportation to transport self to and from required meetings, or appointments that occur outside of the Iowa County Aging & Disability Resource Center. Minimum Qualifications A Bachelor of Arts or Science degree (preferably in a health or human services related field) or a license to practice as a registered nurse in Wisconsin pursuant to s.441.06 Stats, and the equivalent of at least one year of full-time experience in a health or human service field, working with one or more of the client populations served by the Aging and Disability Resource Center (elderly or adults with physical or developmental/intellectual disabilities). Qualifying work experience may be paid or unpaid and may include internships, field placements and volunteer work. Conditions of Employment Working Environment: · Typical working environment is within a non-smoking temperature controlled office. Physical Requirements : · Ability to operate office equipment such as multi-line telephones, copiers, facsimile machines, typewriters, personal computers, calculators, etc. · Ability to exert very moderate physical effort in sedentary to light work activity, typically involving some combination of stooping, kneeling, crouching, lifting, carrying, pushing and pulling and stair climbing.
