OVERVIEW

Cook County is seeking a Deputy Superintendent to support senior leadership in managing the day-to-day operations of the department. This key leadership role serves as a strategic liaison, overseeing operating and capital budgets, driving policy development and implementation, and providing operational oversight. The Deputy Superintendent supervises both mid-level and senior managers, ensures policy compliance, and exercises decision-making authority in the absence of senior leadership. This is a critical role for a results-driven leader committed to public service and operational excellence.

        ROLE SUMMARY
        
        Responsible for assisting the senior leadership in overseeing all operations of the bureau/department. Serves as a critical liaison between leadership, with significant responsibility for operating and capital budget management, policy development and implementation, and operational oversight. Supervises mid-level and senior managers, ensures compliance with department policies, and has decision-making authority in the absence of senior leadership.
        
        KEY RESPONSIBILITIES AND DUTIES:
        
        
        • Assist in managing the preparation and development of the annual and five-year highway improvement program, ensuring roadway capacity, safety, and compliance with regulatory standards.
        • Oversee budget preparation and implementation, including managing significant operating budgets and revenue streams for road, bridge and other transportation maintenance, modernization and expansion.
        • Supervise mid-level and senior managers overseeing personnel, contracts, and project execution.
        • Facilitate land acquisition processes for roadway, bridge and other transportation projects, including rights-of-way and easements.
        • Provide leadership in preparing and reviewing contract plans, specifications, and estimates for roadway, bridge and other transportation construction and maintenance projects.
        • Provide leadership in the development of planning and engineering studies for transportation projects.
        • Monitor traffic control measures and permit issuance for work within public rights-of-way, ensuring compliance with state laws.
        • Oversee highway maintenance activities, including preventative programs such as patching, mowing, and snow plowing.
        • Participate in selection and oversight of professional service providers for specialized projects.
        • Provide support in personnel matters, including recruitment, training, discipline, and compliance with policies.
        • Establish and enforce operational policies and administrative guidelines.
        • Represent senior leadership in making critical decisions in their absence and ensuring continuity of operations.
        • May assume primary responsibility for specific areas or projects assigned.

          KNOWLEDGE, SKILLS AND ABILITIES:
          
          
          • Knowledge of highway engineering principles and practices.
          • Knowledge of transportation laws as established by the Illinois Department of Transportation.
          • Knowledge of all facets of management and human relations.
          • Skill in Civil Engineering practices.
          • Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
          • Good communications skills; ability to communicate effectively both verbally and in writing; ability to speak publicly on behalf of the agency and the County.
          • Ability to solve complex problems that have long-term impact on the unit and organization.
          • Ability to implement the strategic vision of a department or organization-wide function.
          • Ability to implement plans and objectives and oversee the efficiency and performance of specific processes and operations.
            
            Minimum Qualifications
            --- Graduation from an accredited college or university with a Bachelor's Degree or higher and
            --- Five (5) years of civil transportation engineering, construction engineering, maintenance engineering, or
            
            directly related experience and
            --- Current registration in the State of Illinois as a Licensed Professional Engineer or Licensed Structural Engineer.
            
            Preferred Qualifications
            --- Nine (9) years of civil transportation engineering, construction engineering, or maintenance engineering.
            --- Seven (7) years of previous management experience.
            
            Physical Requirements:
            
            Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

            EMPLOYMENT TERMS
            
            RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order and the Cook County Personnel Rules, this position is exempt from the County's career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt Position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
